Metrics install automatically if you have Redgate Monitor installed.
If you are using Redgate’s SQL Server monitoring tool, Redgate Monitor, you can instantly install and run this metric on your servers.
This metric and alert will notify you when a SQL Server instance is restarted for any reason.
The value returned by the metric is not useful on its own, and is only used by the alert to detect changes. When the server has not been restarted it will report 0 , and when the server has been restarted it will return a numerical value greater than 0 based on the previous and current start times of the instance.
